Grommet/seal windshield wiper linkage

Is there supposed to be a rubber grommet where the wiper linkage passes through the bulkhead (and where the wiper arm is attached)? See arrow in the attached picture. The car is 1964 and I assume I’ve got the 2’nd version. As far as can see without dismantling it looks similar as 2’nd version in the drawing. Item 24 and 25 are both “washers” and not like a “rubber seal”. I would expect some rubber or similar sealing the fixed linkage and the bulkhead. Any input appreciated, and a part no. to any seal would be great.

It's a fibre washer , but to make it seal properly ( the sheet metal can be distorted sometimes) put some permatex 'soft' on the washer to prevent the leakage of water . The part that gives the most problems is the actual spindle .It's not uncommon for them to seize up.
