Power steering fluid level

Wanted to check the power steering fluid level in my C300. Have searched the owner's handbook high and low and there is no sign of any info at all in there about how to do this. I can see that the power steering pump has a dipstick on the cap with helpful hot and cold level markings, but are you meant to check the level with the engine running or off?
