Is it possible to upgrade Wagners " eyes" from H7 halogen to Xenon or LED?,
& If so did MB offer an retrofit/upgrade ?( i.e. lateR model C200/AMG),
Is upgrading legal here in Victoria?,
& Finally&lastly where can i purchase a kit/set&where in north-east,
Or eastern suburbs of Melbourne can i get supplied&fitted?.

Essentially any modification is not legal as it needs an engineering cert to confirm that the mod still meets the relevant ADR. However, so long as you don't go stupid the chances of it being an issue is very slim. Your best bet is fit a set of these H7 conversion LED's. Make sure you check the aim of the lights after you fit them.

I don't want to spoil the efforts and I don't know the rules in Oz. Here in Germany - besides being illegal - the problem is, that you lose your insurance cover ... so in case of an accident (and it's found out) it can be REALLY expensive ...
Why not adding in the old-fashioned style some extra beams?

A bi-xenon conversion is quite easy to do at home, I did the headlights of a Patrol I had a few years ago and the results were amazing. Not legal, mind you, but as John said the chances of it being a problem are fairly slim. I bought a second set of headlights and converted them so that I'd have the originals ready to re-fit if required.
I got the projectors from The Retrofit Source in the US. I baked each headlight in the oven to soften the sealant and remove the glass, then gently sandblasted the reflector and inner housing and painted them black. The projectors themselves are a simple bolt-in to the H4 housing (H7 versions are available). Result was a beautiful clean low beam with an instant high beam that made my HID driving lights all but redundant.
This was ten years ago and LED has come a long way since then. If your car has projectors I'd just go with the LEDs John linked - Stedi have made a good name for themselves with their light bars and I'm probably going to put their LEDs in my Mazda 3.
The worse thing anyone can do is fit either HID or LED bulbs to a halogen reflector housing. For reflectors the only safe upgrade is a higher wattage/colour halogen, the other bulbs will simply blind oncoming traffic.
