Don't think that is a BMW.

More likely it is an Ural Dnepr or a chinese copy thereof...and the BMW badges are stuck on.

When I was in Cuba in early 2000, there were for sale new everywhere and in the weirdest places...

However, this guy has seen fit to put the Nazi SchutzStaffel designation number and signs on the front license plates.

Is this some weird attempt at mimicking an SS officer?

A correct one should look like this, note the shift handles on the side of the tank:
